please help an emaciated dog

This poor dog approached me at the gas station this morning and I couldn’t just leave him at the busy intersection. I am unable to keep him due to my living situation but I am desperately trying to find him a good home. He is not neutered and seems docile in temperament. He has gotten along fine with my cat and female dog but he is trying to hump her. I don’t think he has ever been kept inside Anybody willing to give this poor boy a chance? I’m afraid the shelter will just put him down :(
