apparently its impossible to get a taxi that isn't Uber

I just need a pack of cigarettes and p pick up one thing at Ulta, I've been waiting for a taxi for over an hour, and I don't think it's going to happen the store is like less than 2 miles from my house I just need to get a pack of cigarettes in one thing and apparently This is the only option I can think of bc I only have cash at the moment, and I can't order an Uber or a Lyft I will pay somebody 10 or 15 dollars to run me to the store and run me back to my house it would be like a total of 3 mi maybe and take possibly 20 minutes I'm a single disabled female and I love alone, please don't reply unless you are serious and available to come help me with this now or soon.
