Looking for someone in an accident on 11/3 on I-24 East

This is a real shot in the dark but I have to do everything I can or my conscience will drive me bonkers! I'm looking for a dude who was in (I think) a black jaguar. He was run off the road by a commercial truck (Pemberton) on Thursday, November 3rd, on I-24 East at about 3:50 PM near mile marker 27. I wrote down the license plates on both the car and the truck! I was driving the (business-owned) handicapped bus directly behind the incident. The Pemberton truck merged into the lane with the car, which swerved to avoid and ran into the guard rail (and bounced off it a couple times). The motorist in the car was able to get out of his car in the standstill traffic a bit down the road and get pictures of the truck, but the truck did not take damage, so I'm scared it's the car owner's word versus the truck driver's. I tried flagging the car driver, but he didn't see me (tinted bus windows), and drove off before I was able to give him my phone number. I'm in health care and was unable to leave the vehicle to talk to him (because I had people in the bus with me). We literally can't leave the people in our care under any circumstances that aren't life-threatening! And since he was on the passenger side of the highway, I couldn't open the door without throwing the parking brake on, and I couldn't do that on a highway, stand-still traffic or no. I tried calling Highway Patrol to file a report, but since the motorist hadn't called the police to file a report yet, they told me they wouldn't take my statement. (And the officer was extremely dickish about it, too!) I know this is south of Clarksville, but I posted in the Nashville community, too, and on reddit. He had TN plates and I figured, like me, he was probably heading to Clarksville, so here's hoping. I want to give him my information in case he files a report, which he needs to do.
