The panel will include representatives from COIPA and COMS. A representative affiliated with the measure is currently being sought.
The measure's sponsor's intent is to influence the legislature when drafting policy and balancing Oregon's budget, with the result of improved health metrics, for example infant mortality, without any direct changes. The state does not have to pay for the access and stipulates that a lawsuit can't interfere with the balance of providing essential services, like education or law enforcement.
There is concern that the measure doesn't provide any realistic benefits, yet possibly opens the state up to legal liability.
