Quinn, Jr., a lifelong social activist and champion of citizens and consumers, served as Illinois’ State Treasurer, its Lt. Governor and, from 2009 to 2015, its Governor. As Governor, Mr. Quinn signed legislation authorizing the organization of the state’s Benefit Corporations and Low-profit-Limited Liability Companies and launched Illinois’ first Pay-for-Success (Social Impact Bond) program. Crediting Pat Quinn’s many contributions to the state’s evolving social impact ecosystem, Marc Lane describes Illinois as the “Delaware of Social Enterprise.” Marc J. Lane is a nationally recognized business, nonprofit and tax attorney who represents social enterprises and their stakeholders. He chaired Gov. Quinn’s Task Force on Social Innovation, Entrepreneurship, and Enterprise and serves as Vice Chair of the Cook County Commission on Social Innovation. Mr. Lane is the author of 36 books including Social Enterprise: Empowering Mission-Driven Entrepreneurs (American Bar Association) and The Mission-Driven Venture: Business Solutions to the World's Most Vexing Social Problems (John Wiley and Sons). Marc Lane is the President of Social Enterprise Chicago. Social Enterprise Chicago is a convener, a collaborator, and a catalyst. Its mission is to help drive positive social change through market-based strategies. Not only does Social Enterprise Chicago provide cutting-edge technical assistance and capacity-building support to mission-driven ventures. It also brings together decision-makers representing all the stakeholders in the evolving social-impact ecosystem – social entrepreneurs, nonprofit organizations, traditional businesses, investors, philanthropists, foundations, lenders, academics, public policymakers, and the professions.
