Hiring Licensed Electrician for Service Upgrade

Hi- I currently have 200 amps to my shops and need to upgrade to 400. I need an electrician to help me fill out the load sheet for PGE and send it off through powerpartner. I'm looking for an electrician to work with me and PGE to get the service upgraded to the current main panel. from the main the current power goes down stream underground conduit to the shops (about 125'). The current wire/conduit going from the main to the shops is too small so the other additional line for the upgraded 200 amps will need to be trenched/ excavated for new conduit and wire. Looking for an electrician who wont break the bank- we are a small farm. Thanks for looking- text only
