9 Year Old Foxhound Needs Stay at Home Parent

This very sweet boy can't be crated due to major anxiety, nor can he be trusted around food counters or trash cans. He is miserable at my home, since I rescued him from going to the pound, because my foster dogs have to be crated when I'm not home. Can anyone baby this boy for the rest of his life? He wants to be someone's shadow that doesn't work long hours. He loves kids and gets along with other dogs and cats. He is neutered and utd on all his shots.
