Used Prophylactic Found

Description

While walking the trail, I found something which appeared like a covering for a small umbrella, but after further inspection realized is was a used prophylactic. The length was 8-10" end-to-end. I'm looking for the owner or person who used this as it would be helpful to have your experience ad skillset working together. I realize this to be a rare find but am open to exchange or conversation if interested. There are multiple case scenarios here and all 3 are of interest in the discovery to know the end user.
