6.5 gallon aquarium Beta

I have a 6.5 gallon fish aquarium with everything needed, heater, water filters, decor in the tank. I’ve had my beta for 3 months and I am doing something wrong it seems, I believe it’s the water and additives. He never swims around, only lays on the plant leaves and is there 24/7, he just doesn’t seem happy. I’m not an expert on testing for all the things to keep the water at a good and healthy environment. He needs to go to an experienced fish owner that knows all about testing and such.
