Normally, ballots that don't have an address are not counted. Normally, ballots with no signature are not counted. Normally, ballots that don't have the correct address, commercial address, fake address, are not counted. Any "Questionable ballots" such as these, must be corrected by contacting the voter and making the necessary changes. If the voter cannot be found, the ballot is invalid. If the address is found to be bogus, the ballot is invalid. If the ballot did not get signed, because the voters has been dead for 10 years, the ballot is invalid. In the 2020 Arizona election, all these ballots I mentioned above, were counted, regardless. It simply didn't matter if the ballot was legal or not. Interestingly, it was discovered that 52 mail-in ballots came from one small 2-bedroom house in Arizona. -- They were also counted. Remember, Joe Biden won by 11,000 votes.... Arizona had over 700,000 "Questionable ballots" in 2020. This was all because of the radical illegal and UN-Constitutional changes that were made to voting rules, right before the election. Same thing happened in Georgia, and when the Georgians tried to change their voting rules back to normal, they were opposed by the Dems. "Jim Crow 2.0"... All smokescreens, all bullshit, all the time. We have three vote counting machine companies in the U.S. Out of the three, Dominion company was the only one where we had problems. Dominion controls about 30% of all the votes in the country, so you see if this company was corrupt, they could do some serious damage. (why would a vote machine company need a "director of STRATEGY"? Where exactly is the 'strategy' in counting votes?
