Best friend been missing

My best friend has been missing for two weeks now and I want to file a missing persons report but I'm not sure if the cops would do anything. Or if I can file because he left my place after an argument and I haven't seen him since and he has no phone or ID on him, no car so that makes it harder to look for someone. Im so worried and I just want to see him again.
