Why does Congress wait until the last minute to pass a budget?

The President submits the proposed budget sometime in the spring. It’s supposed to be released in February but that deadline is often missed. At the end of September, Congress waits until the last minute to pass a continuing resolution to avoid a government shutdown. This happens every year regardless of which party controls Congress and/or the White House. Earlier this year, the Democrats jammed through an omnibus bill containing thousands of pages and billions in wasteful spending. It was released in the middle of the night to be voted on the same day, allowing little to no time to read it before voting on it. Make no mistake, they will try to do it again after the election. Congress takes a six week recess in August, comes back in mid-September. There are 12 appropriations bills to be passed and none are usually passed by then. It has been many years since a budget was passed on time. If Congress shortened or cancelled recess, there would be more time to pass those bills. Who gets to take a six week vacation even when missing numerous deadlines? Recess is supposed to be time where members of Congress spend time in their districts, but many often travel overseas, such as Nancy Pelosi going to Taiwan.
