Help with elaboraye wedding proposal

My fiancee and I have been through hell high water rings of fire black days and more for the last several years. We somehow have managed to hold onto one another even if by a thread sometimes. Years ago we promised each other marriage and I am still committed to that. The twist is I would like to do it in a sneaky roundabout way because we have always prided ourselves in our back and forth silliness and sarcastic jabs and fun. This proposal is truly going to be over the top and she will never forget it. To pull it off I am going to need some help from the local first responders....nothing illegal...just a few lines and 30-45 minutes of your time. Please inquire for further information as I don't want to give it away. Any advice is welcomed as well. I am going to need one or two police officers a doctor and someone to play a professional friend from out of town. I'll gladly pay a fair amount to those involved.
