Dogs being neglected

2 German Shepards are being neglected and have endured the freezing weather all last week. They are kept in the kennel 24/7 with a divider so they can't even cuddle for warmth and no human interaction. Owners have been gone all weekend and I don't believe they have been given food or water all weekend. I have been listening to their cries since all of last week and it was at it's worst yesterday and last night. I've called animal control twice last week because they have no shelter to protect them from the freezing weather and obviously nothing came of it. At one point it had gotten down to 28 degrees. I called the sheriff department last night because I could hear them climbing their kennel crying and dragging their metal food dish in complete distress more than before. I can hear their cries in my house, even over the TV. My family and I can't take it anymore. If anyone has suggestions of who I could call please email me! Thank you for reading!
