Stolen bicycle west Seneca/S buffalo

Have you had a bike stolen recently in this area, please email if so. I know who they are,I’m trying to get them arrested.there is a few of them they always ride around with a backpack on or there pulling some sort of makeshift cart to carry their loot, they steal anything that isn’t tied down and they break into cars usually 1 2 3 4 in the morning. I called police but they don’t really care WTF. and oh yah if you had a cart that was stolen let me know
