lady at cvs McDonald's parking lot

Not from here and don't know what to do. This lady was abusing this sweet little dog so bad kicking it dragging it the whole time, lifting it in the air and swinging it. I know the window is so dirty and you can't see much but the women is 5/5 brown hair and the dog is small white with a red vest.. this happened a little before 930 and I'm at a loss on what I can do to help this poor creature from this monster. I of course yelled at her and threatened animal control but that didn't even slow her down if anything it made it worse. I'm not sure if this women is from the area or just passing through but some one has to know her or maybe see her from time to time. Please anyone who lives works or frequents the area I beg of you to keep your eyes out for this lady and if you can help this poor sweet pup. If there is anything I can do to help or info needed please email me and I'll get back to you asap. I feel stupid because I know there's not much anyone can do but this lady is just sick and needs her a** beat or better still her dog taken away. Sorry for the bad pics and long post but I just had to try to do something other then go to jail and I feel bad for not doing that
