Dog Sighting: wearing torn Harness

Description

Medium dog wearing torn harness seen at Peppertree Apts. He/She is fearful and barked at me whilst running away. Looked to be a possible Beagle mix, older but not too old. Grayish brown with black ears. The harness is barely on him/her but still buckled. Looked like he/she has a few cactus thorns on face. Harness could be orange/faded red with some green maybe?
