replace my electrical panel

I have an old (1978) and corroded service panel. I'd like to replace it and upgrade from 100 to 200 amps. I'm looking for an experienced electrician who can provide references for previous jobs where they've replaced a service panel. I'd also like you to take care of getting a permit from PG&E. I'd prefer to pay a flat fee rather than by the hour. Please send me your estimate for the cost, including parts, labor, and PG&E permit. I don't need anything fancy, just a simple panel that'll last. Also this house is in south Los Gatos, in the Santa Cruz mountains. It's halfway in between San Jose and Santa Cruz, about 25 min from either one.
