CHICAGO — A Cook County Judge on Thursday ordered former Ald. Procco "Joe" Moreno to report to jail for getting charged with drunken and reckless driving while out on bail on insurance fraud charges. Moreno pleaded not guilty to the felony charges and had been free on bond while awaiting trial On Dec. 27, Moreno, 48, was charged with misdemeanor driving under the influence of alcohol, reckless driving and failing to report damaging unattended vehicles. He was arrested at 9:39 p.m. Sunday a mile from the scene of the crash in the 100 block of Division Street, police said. Judge Hooks ordered Moreno to report to jail by 3 p.m. Thursday.
