Repaint the radiator in apartment

Need to remove old layer of paint from the radiator – it's been painted with wrong kind of paint that smells horrible when heated (even 2-3 years after it was done), so need to remove that layer of paint completely. After that repaint the radiator with new non-toxic non-smell paint. It also leaks water, so maybe needs to be fixed.
