homeless guy stealing my stuff

An old homeless guy with white skin, light gray beard, a hat, consistently wearing a dark grey shirt and light grey shorts and always riding a small orange bicycle stole my duffel bag and grocery bags today and two days ago. If you've seen him, I ask that you send me an email telling me where you saw him so I can locate him and wherever he might stay. I've reported him and his friends who drive a blue ford focus hatchback the walmart and albertson's of Apple Valley to the police. Feel free to do the same to help me out, but if they're not committing a crime when you see them, then the police might not listen. The thief carries a knife. My duffel bag is orange-red and gray, and was brand-new gifted to me. Inside it I kept a solar panel, some clothes, some food, and the title to a vehicle that I recently bought. This is the second time the same person has stolen my stuff after leaving my things out in the open. I confronted him once and he denied stealing my stuff despite leaving his shoeprints on the dirt near my stuff. I urgently need that duffel bag back.
