Found dog- Northwest Santa Rosa

UPDATE: he has been dropped off at VCA Petcare East on Mendocino Ave. My wife found this dog wandering around at her office this afternoon on Aviation blvd. He was very thirsty and had been walking around for a few hours. He has a collar but no tag. He also has a chip but it has no data associated with it. Please let me know if you know him or recognize him.
