Have a healthy fish tank?

I’m looking to set up a fish tank for my elderly mother to keep her company.. Are you soon changing water or cleaning your tank? I’m interested in your old filter or water from it to help establish a new tank for her.. Her new tank will be fresh water.. We’re not in a big hurry to set it up as we haven’t yet bought a tank Lol, I’m just putting it out there to see if anyone is willing to help us that regard when the time comes.
