GARDENA city officials & gardena pd misconduct

I am dealing with a situation where for a month now gardena officials to inlcude the mayor, council members, city manager, city clerk and others are not responding to my calls, emails i left at the city hall or by email. law enforcement did not do anything when i was attacked by the the owner, his son and a 3rd person. one of the officers became aggressive with me saying they dont have time to be dealing with civil matters and threatened to arrest me even thoough now there was a criminal issue now because of this illegal eviction. i am being denied in filing a complaint against the officers, and in the past same situation where they didnt repond to a different issue no reports no nothing. even one of the officers was making threats and intimidating me into not filing a complaint. in talking with torrance pd and hawthorne pd they told me they are aware of how gardena handles or doesnt handle things and of the complaints from people. if you are an attorney or someone that has experienced this please let me know.
