Concrete foundation needs cutting for legal basement window

I am adding a legal basement fire egress window. The City of Portland says I can do this myself with a permit. I need a person with a sawzall or concrete saw to cut out the foundation and open up the wall. The foundation is five inches thick (1949 house) and the cut will be about 36 inches wide and 45 inches deep. The basement is open and unfinished and I have already dug the hole on the outside. If you can do this work, let me know a flat price to come over and add sunshine to my basement apartment. I am willing to pay at least $250 but expect you to have eye and ear protection and provide blades.
