ISO Electric Scooter or e-bike with pedals!

Heavily need an electric scooter for an adult. Please help me find a free one, or connect with an organization that can pay for one for me. I am in my 20s, in school, and taking care of my father. I have to walk everywhere because we cannot regularly afford the bus or cabs. It can be any type of electric scooter please. I am grateful for the help. Stand-up scooter preferred if it can be manually used and kick-pushed if the battery dies during a trip. My asthma is being very negatively effected by the change in weather and It's making it impossible for me to get around the city to help my family while trying to stay on top of classes.
