ISO small breed puppy

I am tentatively searching for a small breed puppy to train as my service dog. I am disabled and on disability, so I won't be able to afford super expensive rehoming fees, but I do plan on getting them insured to cover any emergency costs should they arise. I have a preference for dogs that don't need routine grooming, such as smooth coated Chi's or dachshunds and others of that type, but will settle for a dog who will need brushed often as long as they have a calm temperament and are quick to learn. NO TERRIERS OR TERRIER MIXES. I have cats and would like to be able to not worry too much about leaving the room without the dog trying to get them. Training can't always override genetics and it's not worth the gamble. I pretty much have all I need except a collar, a crate and food which i'll pick up when I get the puppy.
