Need some welding / fabrication / advice for rusty floor panel in RSX

Hello, I bought an Acura RSX type S from florida thinking it would be relatively rust free. NOT SO! The back rear bolt holding the seat rail down is rusted out, and the floor underneath that area is also rusted out. The supporting metal rail that the seat rail bolts down to I think could be saved — currently has a rusty bolt wedged in there which I will be endeavoring to remove, but the metal itself is solid. If I need to go cut out a piece from another RSX and weld it into place, what should I cut and put in? Just the floorboard underneath the rail? Or is this possible just via custom fab work? Basically need to recreate what still exists on the other rear side of the driver's seat, on the side where it's just all rusted out. A bracket with a hole that will bolt down to the rail, and then a new floorboard underneath. I don't want to spend a ton on this... I am willing to do as much of this as possible to keep that price down, removing rust, collecting scrap metal or harvesting from an RSX, etc. But I don't have a lot of expertise in this besides a handful of youtube videos. Will need you to visit me to do this - car is not yet registered and also is not driveable in this condition without a seat. Car runs and drives but needs a seat and this whole bolt repair to be safe. There is also a hole in the trunk that I could use welded shut, but this isn't as much of a priority.
