Need licensed electrician to troubleshoot problem

Location: A condominium unit on 2nd floor Problem: Current is coming into cold water pipe going to water heater. Also, current is coming into bare copper ground wire(s) coming into the electrical panel. Could be a neutral wire touching ground wire. I know problem can't be solved without looking at it. Please respond with expected pay for different possible scenarios.
