Not that I don't think poorer neighborhoods need to be invested in... they do... but real estate doesn't make money; people do. It's poorer people that need to be invested in, but for people like this author the thought will never occur to them. Improving houses from 50000 to 55000 so the owners pay more tax isn't going to make the city more money, it's going to make the city more homeless. Most poor rent, and raising the value of the property and therefore the taxes is just going to get passed on from the owner, that is probably living in that affluent section, to the residents who already have enough trouble paying their rent. If you want to raise more income in a city, give the people the tools to make more money AND improve the neighborhoods so they don't move to a better neighborhood once they do. One without the other is a recipe for failure.
