Found older small beagle

Found tonight on Sept 30 about 5pm. Laying in middle of Independance Ave. Not hurt or hit. Just plum worn out. Old beagle. Checked with people in the neighborhood no one I spoke with knows or own the dog. Please send me a photo, and if male or female dog. ALSO describe the collar. It is out of the weather, fed and safe.
