repair three single hung windows

I have three single hung windows that no longer lock. The tilt latches seem to work, but the long plastic pieces that run along the sides of the windows are beaten up and broken from years of direct sunlight I need someone who is acquainted with window repair...again, the windows them selves are fine, but the plastic molding that runs the side of the windows are broken, preventing the locking mechanism from engaging. I have posted pics of this issue: pic 1 shows a twist in the cable on the side of one window--not sure if this was intentional or if it is a problem pic 2 shows plastic molding dry rotted...needs to be replaced pic 3 shows that the tilt latch wont close, thus the tilt is not locked...a stiff breeze will push window open I would like other windows in direct sunlight examined as well...if this is something you are familiar with, please give an estimate of repairing a window, so I can evaluate if I can afford the repair thank you
