Need Utility Tub Drain Unclogged

I need a utility tub that that the washer drains into to be unclogged. The water does goes down after a while but it isn't clear enough for the washer to drain. I am not positive if it needs to be cleared/snaked from inside or outside drain. The pic I included in when the utility tub is full with water but may be completed empty unless you arrive and run water for a while.
