Looking to add solar panels to existing system

Hello I have a customer of mine that has a solar power system that needs more solar installed. This will need to be approved through the city with permits. The roof is newer and has plenty of space for as many panels that we will need. We are contractors and we get these requests regularly. Is anyone out there licensed and capable of such thing? Adding panels that is. Thank you
