Starting December 31, 2020, the Wallingford Public Library is going "fine free," joining a growing number of libraries around the country. "Fine free" means that patrons will not be charged fines for most items returned past their due date, including books and DVDs (overdue fines will continue to apply to museum passes and technology equipment). The library's Board of Managers voted unanimously this fall to make the change. Libraries across the country—including many here in Connecticut—have gone fine free in recent years, following recommendations of the American Library Association in an effort to increase free public access to library services for all. Fines can be an economic barrier that keep people from returning to the library and benefitting from all of the materials, resources, and services available to them. "We want everyone to feel welcome here," says Library Director Jane Fisher, "and this is a simple way for us to ensure that is the case." Revenue from late fines only accounts for less than one-third of one percent (0.3%) of the library's total budget, while a late fee can seem unnecessarily punitive for someone trying to make ends meet, especially right now. Those concerned about items not being returned without the threat of late fines can rest assured. There is no evidence that shows late fines encourage people to return items on time. In fact, when the Chicago Public Library eliminated overdue fines in 2019, they saw a 240% increase in the number of items returned. "Having fines means we lose library patrons, not books," says Barbara Cangiano, Head of Circulation at the library. And of course, "no fines" does not mean "no responsibility". If your item is overdue for more than four (4) weeks, then the item will be assumed lost and you will be charged the full replacement cost of the item.
