Are you really whining about this? Barring a pet getting cancer, a well cared for animal will live about 15 years. If you had a rehoming fee of $1000, that comes to about 66 bucks per year. A small price for the companionship of a dog or cat.
If you can afford to provide proper care for an animal - quality diet, veterinary care, et cetera - then $1000 should be something you can handle.
