As the demand for charging stations increases, business will provide a supply. That's called capitalism.
By YOUR logic, we should still be riding horses. When cars came out, there were no paved roads, gas stations, mechanics, or auto parts stores. When we go electric, we've already got all those things.
And, electric cars will improve. The Model T didn't have automatic transmission, power steering, air conditioning, stereos, GPS, etc. etc. etc.
As for your "concern" about poor people of color, well, lots of 'em don't have combustion engine cars NOW.
