From the City of Hammond: January 3, 2021 Department: Hammond Housing Authority Job Title: Finance Director Date Requested: December 10, 2020 Date needed: ASAP Salary: $60,000.00 annually – full timeThe Finance Director is responsible for directing all aspects within the Finance Department for the Hammond Housing Authority. Maintains records/reports for the Authority that are or may be required by the employer or any other government agency. Responsible for the financial management, including but not limited to low rent Public Housing, Capital funds, HCV, Low Income Housing Tax Credits and investments. Education: MBA in Accounting/Finance, preferred, BS in Accounting will be considered Ten (10) years minimum continuous years of experience in top level accounting, tax credit low income housing knowledge preferred Experience: Must have minimum five (5) years of accounting and financial reporting, knowledge of GAAP and GASB preferred Not for Profit accounting experience Knowledge of computer systems and PHA accounting/financial Ability to supervise staff effectively Must have working knowledge of preparing and monitoring multi-million dollar budgeting for a Non-for-Profit organization (preferably a Housing Authority) Must have working knowledge of investments strategies Must have working knowledge of procurement/investment control, accounts payable/accounts receivable, payroll and tax laws 90-day probationary period Responsible for all accounting and bookkeeping functions for the HHA and LIHTC Companies Responsible for financial records/reports for all other programs within the Authority Responsible for the preparation of the low rent Public Housing, HCV and Tax Credit budgets and assists with other program budgets Responsible for keeping expenditures within all development budgets Keeps expenditures within budget for all HHA, HCV and Tax Credit Programs Supervises payroll preparation, accounts payable, tax payments and record keeping including health insurance, vacation time, sick time, retirement fund, union dues, and benefits Prepares a low rent monthly financial statement for the Board Supervises all staff within the Accounting Department Reviews and approves State and Federal tax reports Maintains an investment register and responsible for investing excess funds to yield highest interest return on approved funds Responsible for reports required by various agencies and timely completion and mailing of such reports Responsible for compliance with purchasing policies and procedures Ensure compliance with all HUD financial procedures Responsible for year-end closing Facilitate annual audit and compliance with all auditor requests Responsible for preparation and submission of all HUD Financial Statements Responsible for monthly reconciliation of cash accounts and investments Review and approve purchase request for all programs over $2,501 but not to exceed small purchase threshold Responsible for understanding the Regulations Affecting Workers Wages and Benefits Any and all other duties and/or responsibilities as determined by the Executive Director This is not an all-encompassing list - detailed duties to fulfill the general functions of this position are available at the Hammond Housing Authority.
