Grieving mother without an urn

My 28 year old niece past away on her birthday 3 weeks ago. It was completely unexpected and it's been an unbearable loss for our entire family. We are doing what we can to support one another as we endure the horrific stages of grief. However her mother has not even started to grieve because she's too consumed with the thought her daughter is not at peace because although the family was able to pull together for the cremation Tessa Lilly still has no urn. Although her mom is sick about it there's nothing she can do and it's eating her up she can't afford a proper resting place for her daughter back home with her. I have reached out to some churches but have not heard anything back. I have never been in a situation like this and I was hoping someone could point me in the right direction where we may find some help in getting an Urn for Tessa. Thanks for your help!
