HOV Carpool Lanes Purple Stickers - Expiry Date

Hello CL folks, I purchased an electric car in late 2019 and applied/received Purple HOV carpool lane stickers late 2019 (pre-pandemic). I used this car to commute to work for less than two months and the pandemic hit! I started to Work From Home (WFH) since that time until now, I guess that was the case with many others who used to commute to work. Now, I realize that my HOV sticker validity ends on 1/1/23. With the high car prices now due to supply chain issues, I can't afford a new car and actually don't have a need for one. I also realized that since there were not too many cars on the freeways like pre-pandemic times, CA govt had also paused the carpool lane (HOV) fees for those using the HOV lanes and I now see displays saying "HOV fees starting Fall 2022". Given the current situation, can we petition Gov. Newsom or the right authority to extend the validity of HOV stickers by two more years or at least one year. That would be a huge help to those of us who purchased HOV eligible vehicles in 2019 or early 2020 hoping to use the cars for commute to work. I'm not sure how to start a petition, can anyone in similar situation take the lead or provide guidance on how to proceed filing a petition
