beware this bike thief

Description

this guy is a known bike thief, who lurks around areas in the day casing them to steal from them between the hours of 3-5 AM. he's often seen around old town with a different bike every time, a local law enforcement officer called him "pattison". beware his presence, I've seen him on several surveillance images casing and stealing bikes and have seen him carry and use weapons. he seems to avoid jail, possible narc?
