Out of control 3 Chickens

I keep finding Chickens running through several yards and digging Up hedges and Shrubs. Will have to call Animal control if It doesn't stop. Owner will be notified by City of Portland. Hope no citizens have been hurt. We have never heard it is ok to have farm animals inside city limits. Will bill owner for cleaning up, after a year of this. Thanks C/L!
