So in Trumps 4 years he signed 220 executive orders that is 55 a year average. Biden in 1.7 years has signed 98 with an average of 59 a year. You have to go all the way back to Jimmy Carter for a president with a higher average. So Biden who has said himself you can't rule by executive orders is doing the opposite. So who is the dictator?
