Please help family member does drugs

My nephew is on drugs and on the streets, yesterday we took him to ER at Mercy san juan and they wouldn't do anything to help him. We are a middle class family new at this, never experienced anyone or dealing with someone who has drug addiction and refuses to get help. He is 24 years old and we've been told that there is basically nothing we can do to help him unless he wants help. I don't believe it there must be something! If there is anyone who had this experience before with someone who they love very much please help us to help him. My sister (his mom) and I are lost and need of some guidance. We are afraid for the worst and loosing him any day, please can someone help us. Thank you for reading
