Liz Walker, Director for the Office of Small Business Programs Small Business Panel discussion.James Wood is serving as the Deputy for Small Business Programs for the Army Corps of Engineers in Philadelphia District. He oversees the District Small Business Program and is the principal advisor to the Commander and his staff on acquisition and small business matters. Mr. Wood has over 10 years of Federal Contracting Experience as a Contract Specialist, Procurement Analyst and Contracting Officer. He has spent most of his civilian career at Military Sealift Command (MSC) in Norfolk, VA as a Contracting Officer. He started his federal career with the PA and then VA Army National Guard, primarily and most recently as a Finance Officer out of Defense Supply Center Richmond (DSCR). Mr. Wood is a graduate of University of Pittsburgh with a bachelor’s degree in Business Administration. He grew up a “Floridian” but enjoys living in rural Philadelphia. Doug Defazio, Panelist, Bluestone Environmental Group, Inc.Ray Bosler, Panelist, PTAC WidenerElizabeth Walker, Panelist, USACE Office of Small Business ProgramsStephanie Sherwood, CPSD, CPCM, Moderator, Weston Solutions Doug DeFazio is Vice President of Bluestone Environmental Group, Inc, an 8(a), EDWOSB. Doug has more than 35 years of experience and expertise creating new service lines for emerging and seasoned businesses, establishing new clients for existing services, opening new geographic opportunities nationwide, and starting new operations. He has helped both established and start up entities grow into successful Small Businesses, and has been involved in several M&A activities. Doug has served on various boards of direction in support of small businesses including SAME’s Small Business Council and is a past president of the Small Environmental Business Action Coalition (SEBAC), where he also served on the board of directors. Ray Bosler, has had a 40+ plus year career assisting large and small businesses in understanding how to be successful in working with the Federal Government. His duties included developing, implementing, and maintaining systems, policies, procedures, and practices to ensure compliance with applicable Federal Acquisition Regulations, Cost Accounting Standards, and contract requirements during the pricing, negotiation, and performance through closeout phases, of all types of contracts and subcontracts with Federal agencies. In addition, he completed both initial and annual updates of System for Award Management registrations. He also provided review and analysis of Federal Requests for Proposals, assisted in proposal development, and provided assistance on specific contract issues (rate negotiations, clause interpretations, Service Contract Act Labor requirements, subcontracting plans, purchasing systems, cost charging practices, audit responses and other compliance issues). Liz Walker is the Small Business Director, U.S. Army Corps of Engineers. In this role, Ms. Walker provides leadership for the USACE Small Business Program including advocacy and outreach for small business programs, establishment of small business policy and procedures and oversight of approximately $22B in small business spend annually, $8B in Small Business prime contracts and $15B small business in subcontracts. Ms. Walker leads a nationwide team of small business specialists that incorporate small business solutions in support of the USACE mission of delivering vital public and military engineering services; partnering in peace and war to strengthen our nation’s security, energize the economy and reduce risks from disasters. Ms. Walker began her federal government career as a contract specialist with the Naval Facilities Engineering Command (NAVFAC) specializing in Construction, A/E, Environmental and Facility-related services contracting. She has served various positions increasing in responsibility within the contracting and small business fields. Ms. Walker is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Contracting. She received her Bachelors of Science Degree in Business Management from George Mason University. Stephanie Sherwood, CPSD, SPCM Stephanie began her federal contracting career more than thirty years ago at the Idaho National Laboratory, a US Department of Energy Nuclear Facility. Since January 2007, Stephanie has managed Weston’s SB/Supplier Diversity Program and serves as Weston’s SBLO. This Program encompasses contracts for the DoD and other federal agencies, in addition to those for State and local government, and commercial clients. Stephanie develops and manages SB participation and subcontracting plans with aggressive utilization goals for all diverse SB socioeconomic categories. She assists Weston’s managers with strategic sourcing and teaming opportunities with qualified firms while further promoting subcontracting goal attainment, and serves the SB community through outreach and networking, one-on-one counseling, and mentoring assistance. Stephanie has been a member of NCMA since 1991, received her Certified Professional Contract Manager (CPCM) designation in 1993, and achieved her Certified Professional in Supplier Diversity (CPSD) designation in 2013. She is a member of the Society of American Military Engineers (SAME) Philadelphia Post’s Small Business Committee, the Chester County Workforce Development Board, Alpha Kappa Psi Professional Business Fraternity-Delta Upsilon Chapter and serves as the PA Representative on the DoD MidAtlantic Regional Council for Small Business Advocacy’s Board of Directors. Stephanie holds a Bachelor of Business Administration in Marketing from Idaho State University, and a Master of Business Administration from University of London/Buxton Derby.
