Why are some listings flagged and not others

Serious question. Why are some posts offering pets removed while others aren’t? It can’t be a bleeding heart who despises sales of pets, because there are dozens of active listings that don’t get removed. I can’t help but wonder if it’s not a breeder who doesn’t want competition or something, because why flag some and not others? And to whoever does the flagging, don’t you ever wonder what happens to all the pets that aren’t rehomed due to your efforts? You’re literally preventing them from getting homes, yet you people harp on overflowing animal shelters. Make it make sense?!?! I’d love to see some replies here. Thanks a bunch.
