Amateur bike repair needed

HI I purchased a new Tommaso bike shipped to me in a box in February. I took it to Landspeed’s Fix Bike to put the handlebars on and adjust the gears. When I got it home it wouldn’t shift so I brought it back in and they “tweaked” the gears is what he told me but when I brought it home it still wouldn’t shift. It has now been since March and I have yet to ride it. I know my Ex has a bike stand in his garage and could fix this in a few minutes and his bike mechanic skills are just a hobby. I was thinking because there are so many talented bike enthusiasts that live in Eugene perhaps someone could lend me a hand. I’ll pay you for your time of course. Create a happy day.
