Recently the White House cited 800,000 vacant positions in the US. Total compensation competition strongly favors the candidate. There are steep demographic differences between the US cyber workforce and population. Here we propose and demonstrate a working Internship, Scholarship, and R&D program to onramp diverse universities and separating military members into the cleared Federal civilian and contractor workforce, called the ‘T&E Cyber Center of Excellence.’ John Zehnpfennig, PE, CISSP, PMP is Millennium Corporation’s Senior Manager of Cyber Operations since 2020. John oversees multiple Federal programs providing Red Team assessments, Cyber Threat Intelligence, Cyber Workforce training and R&D, and DevSecOps. He is a retired Army officer of 25 years as an enlisted Military Policeman, Combat Engineer officer, Telecom Systems Engineer, and Cyber Warfare officer.
