Neither Obama, Trump, or Biden would not have the level of power that you seem to believe that they do. This was a misdeed that required the cooperation of entire nations to do. The nations that have done this are the usual cast of rouge characters that hate us and our allies more than they like our money. You have mentioned China. Do you not recall what happened when Trump caused America to raise taxes on metal and steel that China was exporting to our nation? They responded by not buying some of our farm and ranching products, most notably pork. Anyone knowledgeable about economics and politics would have understood that China or any other nation would have given this type of response. Any gains that were made for our steel mills were more than off-set by this. It cost us more than it helped us.
