Questions About the Busloads of Illegal Immigrants

We see snippets of illegal immigrants coming off the busses to Washington D.C and NYC, and as soon as they get off the bus, they are met with someone or two who shakes their hand. WHO are these hand shakers? And why is there a need to shake these people's hands? Since these illegal immigrants are not tested for communicable diseases, does it not occur to the hand shakers that they could be spreading a disease? Or that they are highly likely to contract a disease from hand shaking? That is an awful lot of bacteria circulating around. Seems kinda stupid, to shake everyone's hand, at least to me.
